Users within an organization frequently visit the same sites; depending on how you
have set it up, you can have IWSVA leverage a local cache. The local cache can quickly
evaluate frequently visited sites instead of having to send a request to the external
service point.
Typically, the service point will respond with a rating before the agent has started
to receive the target page from its host server.
